1- Introduction Sabzevar with population of 230,000 is being considered as one of the fairly populated city located in north eastern section of the country. However, this city produces 235 tons of daily waste or garbage daily and ranks as a second order in terms of waste production in Khorasan province .This city is encountered with high population growth and its corresponding waste problems. Daily per capita waste production is amounted to be 665gr in 1385. Taking into consideration negative environmental impacts including soil pollution, water pollution namely underground and surface waters and visual pollution, this study aims to determine an optimum site for sanitary disposal landfill. Furthermore, both collecting and dumping garbage are cost- oriented, thus it is been among one of the concerns of urban planners. However nowadays Sabzevar city has two sanitary disposal landfill, but each of them no consider with all environmental parameters. Furthermore requires new site taking into consideration all of major environmental Indices. 2- Methodology This study with the application of GIS, and corresponding satellite images and layers aims to propose optimum location. These layers are composed of 15 both human and natural variables and indices including, slope, land use, preserved ecological zones, the rural and urban jurisdiction, air port, transportation routes, distance from water resources, underground water tables, land prices, major waste nuclei, wind direction, geomorphologic layers, and power transmit. This is followed by weighing technique through application of Analytical Hierarchy Process, and weighing indices and Subarea 2) cities in the northwest area includes the cities of Ardakan, Meybod, oQda and Nedoushan Subarea 3) Abarkooh include areas around cities and towns Abarkooh Mehrdasht Subarea 4) cities in the southwest area including the cities of Harat and Marvast Subarea 5) Bafgh include areas around the cities of Mahabad Bafgh Subarea 6) The area around the cities of Tabas : Tabas, Deyhok and eshgh abad. The Subarea innovative model, Yazd province, according to their several conditions under which the area is divided into the following description of this area was in the previous section. The population of each city and the region's cities rank in order of size are obtained. The city of Yazd is located Bafq in the region and ranked No. 5 and 5, the city has a population of 31,046 people. the city has a population of 31,046 people. 4- Conclusion and Suggestion Urbanization in Yazd province was highly centralist, geographical distribution is unbalanced. The urban network is the leading city of the province, dominated the pattern of distribution of water resources is the first human settlements planning and compliance, in the most densely populated city in the province became the first city in the center of cities and the rest of the poor areas in settlements around compared with the first city. Second City has a population of the population in the ideal model of rational Zipf time and in fact is not justified. The population beyond the proposed model can be adjusted Behforoz ecological and geographical region offers. Both models are based on the mathematical theory and qualitative studies, especially away from the field observations have been founded. According to the settlement of the arid regions and the environmental, social, political and cultural cities of Yazd province to study the distribution pattern of the native quality subarea classification was used. In this model, based on indicators and models of Yazd province, the area was divided into six subareas. Based on innovative cities subarea Taft, Zaraj, Mehrdasht, Bahabad, Ahmadabad, Marvast, Nayer, Khezrabad, eshgabad, Deyhok, Nadoushan, Shahedih eQda and lack of population and cities of Yazd, Meybod, Ardakan, Bafgh, Hamida, Tabas, Abarkooh, and that the population of Herat Ashkezar must be done in the medium and long-term modifications.
